La Defensor\u00eda del Pueblo expidi\u00f3 una alerta temprana en Bogot\u00e1, en donde advierte la presencia de distintos actores armados como las\u00a0Autodefensas Gaitanistas de Colombia, Frente de Guerra Urbano del ELN, facciones disidentes de las ex FARC y otros grupos<\/strong> como las \u2018\u00c1guilas Negras\u2019, \u2018Los Paisas\u2019 y \u2018Los Boyacos\u2019. Estos grupos fueron identificados en 10 localidades del Distrito Capital de Bogot\u00e1 y 12 municipios de Cundinamarca.<\/p>\n

El escenario en riesgo se compone de cuatro nodos<\/strong> que articulan dos corredores de movilidad:<\/p>\n

Corredor oriental:<\/strong> Usme- Usaqu\u00e9n que conecta los municipios de Chipaque, Ubaque, Choach\u00ed, La Calera, Guasca y Sop\u00f3<\/li>\n
Corredor occidental:<\/strong> Sibat\u00e9- Ch\u00eda que atraviesa zonas urbanas de Soacha hasta La Despensa, Cazuc\u00e1, San Mateo y las localidades Ciudad Bol\u00edvar, Bosa, Kennedy, Fontib\u00f3n,<\/strong> Engativ\u00e1 y Suba.<\/li>\n<\/ul>\n

El documento de la Defensor\u00eda del Pueblo<\/strong>, conocido como Alerta temprana 010-21, titulado como “localizaci\u00f3n geogr\u00e1fica de riesgo” para la localidad de Fontib\u00f3n a las UPZs, Capellan\u00eda, San Pablo y Fontib\u00f3n Centro<\/strong>, para un total de personas advertidas de 242.216<\/p>\n

En los barrios que conforman las UPZ (Unidad de Poblamiento Zonal), coloreados de naranja, se concentrar\u00edan en Fontib\u00f3n los grupos armados ilegales, de acuerdo a la Defensor\u00eda del Pueblo.<\/figcaption><\/figure>\n
La entidad advierte una disputa entre grupos armados por el control de los corredores de movilidad, as\u00ed como un intento de expansi\u00f3n hacia nuevos territorios. La red criminal funcionar\u00eda \u201ccomo cuerpo colegiado ubicando en la base a los grupos armados del crimen organizado con presencia regional o local; en el medio, se encontrar\u00edan los grupos armados de crimen organizado de alcance nacional; en el \u00faltimo nivel\u00a0se encontrar\u00edan las organizaciones de crimen transnacional y los grupos armados ilegales<\/strong>\u201d.<\/p>\n
El documento establece una serie de recomendaciones para mitigar el riesgo. Entre ellas, recomienda a la Alcald\u00eda de Bogot\u00e1, a la Gobernaci\u00f3n de Cundinamarca y a las distintas alcald\u00edas municipales, la elaboraci\u00f3n de un plan de trabajo institucional e interinstitucional en donde se definan las estrategias y acciones coordinadas para responder a las amenazas.<\/p>\n
As\u00ed mismo, recomend\u00f3 establecer un mecanismo para prevenir \u201cla ocurrencia de violaciones a los derechos a la vida, a la integridad, libertad y seguridad personal<\/strong>; respetar y garantizar las libertades civiles y pol\u00edticas; prevenir infracciones al Derecho Internacional Humanitario; (ii) superar el escenario de riesgo advertido; y (iii) la revisi\u00f3n peri\u00f3dica de la evoluci\u00f3n del escenario de riesgo y ajuste de medidas\u201d.<\/p>\n
Finalmente, alert\u00f3 sobre la necesidad de que la Fiscal\u00eda General de la Naci\u00f3n implemente un mecanismo donde se investiguen los hechos victimizantes identificados en la Alerta Temprana. (ver el documento de la Defensor\u00eda del Pueblo)<\/a><\/p>\n
